Finished Releases and Bench Cuts Are Separate Paths.

Available Work belongs to the finished-record path. Bench Cuts are Foundation releases for direct access without custom scope, archive status, or public numbering.

Bench Cuts are controlled Foundation releases. They do not receive Legacy Numbers, public release codes, or Ledger entries.
